Bekaert Combustion Technology Heating is a global business unit/platform that develops, manufactures and sells burners and heat exchangers for residential and commercial markets.

- Bekaert Combustion Technology Heating is a global business platform in the Bekaert Group. The total number of employees is around 400 people, with locations in Assen, the Netherlands, the USA and China as well as sales management in Japan, and Korea;
- BCT Heating is an autonomous business unit at the Bekaert Group, with a high degree of complexity;
- Diverse environment, big diversity of departments with all disciplines (Sales, Business Development, Finance/IT, Production, Purchase, Engineering, Research & Development, etc.) represented in the different sites;
- Reports directly to the VP HR SPB and functionally to the VP BCT Heating;
- Total global sales between 75-100 mio.


The purpose of the job is to propose, develop and implement the overall human resources strategy for Heating, in line with the strategic and operational business needs and in line with corporate HR guidelines, to that the organization attracts, develops, manages and retains the best employees. The Interim Global HR manager is a member of the Global Management Team of BCT Heating.

Global HR business Partnership
- Is a member of the Management Team of BCT Heating and gives input for the X+1 and X+5 plan;
- Is the HR BP for the functional heads (Global R&D, Sales ERMEA, Global Projects, Global Ops, Global Finance) and challenges the team and the organization for excellence;
- Manages the various HR processes, in alignment with the Plant HR Manager Assen for the Assen Site, the Group and Regional guidelines, regarding performance management (PDR), talent development (TDR), absenteeism, employee engagement, recruitment and dismissals on all levels;
- Is first point of contact for Global Management team Heating for personnel related topics for all Managerial employees;
- Is responsible for all relevant internal communication on Managerial level;
- Is involved in recruitment, TDR, PDR-processes on Managerial level;
- Liaise with HR-colleagues in the regions (US and China) concerning all involved employees outside Europe.

Performance indicators: excellent business partnership, high engagement, satisfied internal customers and smooth HR processes.

HR Plant Assen
- Is responsible for the correct processing of the payroll for all employees;
- Is responsible for all internal communication within the site (5 different buildings);
- Is responsible for all HR reporting and the optimal use of the HR-information systems (e.g. as ADP-ESS, LMS, HR Intranet);
- Closely follows developments in industrial and social relations in the site and has regular meetings with unions FNV and CNV;
- Is together with the Site Manager responsible for the cooperation with the Works Council, is responsible to obtain all agreements and fosters a positive social climate;
- Is responsible for the local employer branding (contacts with universities, interns etc.) and sponsoring activities;
- All of the above in alignment with the Plant HR Manager Assen, who is directly responsible as HR BP for the Plant Assen (Production, Warehouse/Logistics, Technical Services etc).

Performance indicators: smooth internal communication, correct payroll process and effective working relationships with unions and Works council.

Compensation & Benefits BCT Assen
- Is responsible for the correct and timely implementation of all compensation and benefits policies and guidelines;
- Is responsible for the compliance with all Dutch social legislation and the national labor agreement (CLA);
- Is responsible for the development and implementation of new or adjusted compensation and benefit programs, policies and procedures for the Netherlands, in alignment with Regional and Global policies and procedures;
- Is responsible, for White Collars and Managers in cooperation with the Regional C&B Manager, for all job evaluations.

Performance indicators: excellent compensation and benefits policies, in alignment with national and local market and legislation.

People management
- Leads the team of the Plant HR Manager in Assen, Ploiesti and Taicang for all BU related HR activities.

Performance indicators: well coached and motivated team and attractive facilities.

Global Organization & Development
- Is responsible for developing adequate and effective organizational structures and project management for BCT Heating;
- Drives the implementation of the organizational changes in the organization;
- Structures and performs workshops to increase communication and efficiencies within the departments and cross functional;
- Participates in projects, such as Lean implementation, BeCare etc.

Performance indicators: optimal organizational structure, clear roles and responsibilities

Global Talent Management
- Is responsible for all training activities in the site for Blue Collars, White Collars and Managerial employees;
- Is responsible for coaching, competency development and career development of employees;
- Develops, implements and facilitates trainings, workshops and teambuilding sessions, mainly for white collars and managers;
- Is responsible for coaching and supporting management to build leadership capabilities.

Performance indicators: well skilled and trained team of employees.


Required Education and Experience:
- Master/university graduate in Organizational Psychology/ HR;
- Between 5 to 10 years’ experience in human resources management in a production environment.

Required Knowledge, Skills and Abilities:
- Has knowledge of labor law, social laws and benefits;
- Has the ability to forge strong relationships with the business partners and team members;
- Has strong analytical skills and a structured approach;
- Has strong communication skills, including presentation and facilitation skills;
- Acts with integrity, can work and act independently;
- Fosters and drives empowerment, leadership and open communication;
- Drives for results and solutions, is proactive and is a self-starter;
- Speaks and writes fluently English.
